In June 2007, a framework for Planning, Performance and Governance was adopted by North Yorkshire Police to enable linkages to be made throughout all areas of performance. The sharing of best practice is an integral part of this framework and is evident through a structured programme of internal reviews and inspections that collectively seek to improve all elements of service provision.
The Planning, Performance and Governance Framework is our mechanism to consider resources, productivity and efficiency against planned objectives and timescales to meet community needs. The framework operates in two ways; firstly from gathering of information – particularly from community intelligence gathered from our engagement activities - to form strategic, departmental and individual performance objectives and secondly to measure and govern the outcomes. This provides the Authority and Chief Constable with the information to make informed decisions about how those resources ought to be deployed to achieve better value for money.
We collaborate with a number of performance partners whose role it is to monitor our services and support us through recommendations and good practice. Our main partners are:
HMIC have been charged with examining and improving the efficiency of the Police Service in England and Wales, (and latterly Northern Ireland). HMIC are appointed by the Crown on the recommendation of the Home Secretary and report to Her Majesty's Chief Inspector of Constabulary (HMCIC), who is the Home Secretary's principal professional policing adviser. The HMCIC is independent both of the Home Office and of the Police Service. HMIC undertakes a range of inspections to ensure effectiveness and efficiency in policing and uses a grading system in the three parts of "Fails To Meet The Standard", "Meeting The Standard" and "Exceeds The Standard". The NPIA is a policing organisation acting as a central resource to the police service, working for ACPO (Association of Chief Police Officers), APA (Association of Police Authorities) and the Home Office to improve the delivery of policing. Alongside driving improvements in the police service, they are responsible for managing critical national infrastructure and developing wider links to support the adoption of proven ideas from outside sources. The NPIA is a non-departmental public body and is sponsored and funded by the Home Office. They are represented on the National Policing Board and its executive leadership is drawn from the police service. Our recent published report is:

The Audit Commission is an independent watchdog, driving economy, efficiency and effectiveness in local public services to deliver better outcomes for everyone. Its work across local government, health, housing, community safety and fire and rescue services means that they have a unique perspective. The Commission promote value for money for taxpayers, auditing the £200 billion spent by 11,000 local public bodies.
As a force for improvement, they work in partnership to assess local public services and make practical recommendations for promoting a better quality of life for local people. The Audit Commission carry out the Police Use of Resources Evaluation for North Yorkshire Police.

Our Internal Audit function is provided by auditors employed through a collaboration with the West Yorkshire Police Authority. Internal Audit will provide us with an annual audit opinion and accompanying commentary on internal controls, this will be used to inform the annual review of the systems of internal control and contribute to the Annual Governance Statement. Internal Audit's annual audit programme, will then provide the North Yorkshire Police Authority with an independent opinion and appropriate assurances on the internal control environment. Internal Audit will support the Authority by providing the Treasurer and Audit and Inspection Board with reports and any significant findings in relation to the adequacy and effectiveness of our internal controls.

Assessment of Policing and Community Safety (APACS)
APACS is a comprehensive performance framework for community safety that includes the contributions of partners such a local government, health services and Crime and Disorder Reduction Partnerships (CDRPs). There will be five areas for assessment (or "domains"); Satisfaction and Confidence, Promoting Safety, Tackling Crime, Protective Services, and Managing Capability. APACS will identify whether service delivery is effective, efficient and equitable, by combining performance data and evidence based professional judgement.
Local Area Agreements (LAAs)
LAAs set out the priorities for an area larger than that of a CDRP (here there is one for North Yorkshire County Council and one for the City of York), agreed between central government, the local authority, and other local partners including the police. Their aim is to help these public organisations set common goals to tackle community issues together. The two LAAs for our area take account of national priorities across all public services.
Comprehensive Area Assessment (CAA)
CAA will put comprehensive and independent assessments about local services in the hands of citizens, service users and taxpayers. It will take locally agreed priorities in the Local Area Agreement between partners responsible for local public services and the government, and the sustainable community strategies as its starting point. It will also look at how well public sector bodies work with the private, voluntary and community sectors. CAA is being developed by seven partner inspectorates. They will work together to deliver joint judgements when CAA is introduced from April 2009.
Police Use of Resources Evaluation (PURE)
PURE is an evaluation to provide police authorities and forces with an independent review of their arrangements for managing resources. The assessment is based on judgements on the themes of financial reporting, financial management, internal control, financial standing and value for money. The overall evaluation of North Yorkshire Police in 2008 was '3 - Consistently above minimum requirements – performing well'.
Crime and Disorder Reduction Partnerships (CDRPs)
CDRPs are formed by responsible authorities (including police authorities and forces), local organisations and agencies to tackle those crime-related issues which matter to your local community. There is one CDRP within each local Authority/Unitary area, in North Yorkshire there is one for each District and one for the City of York. A strategic assessment process is used by each CDRP to highlight priorities.
In addition to all of the above, regular reports are prepared by the Performance Team in headquarters and presented to the Performance and Scrutiny Board of the North Yorkshire Police Authority.
