Under the Freedom of Information Act, please can you tell me how many Non-Disclosure Agreements (NDAs) the force has asked members of the public to sign in the following years

2020
2021
2022 to date (09.09.2022)
Please can you tell me how many of those who were asked to sign were
a. Those who have been given a disclosure under the Child Sex Offender Disclosure Scheme
b. Those who have been given a disclosure under the Domestic Violence Disclosure Scheme
c. Those who have received information under a Common Law Police Disclosure
d. Alleged perpetrators of crime
e. Alleged victims/complainants
In relation to categories d and e, please can you provide me with as much detail as possible on the subjects covered by, and resulting in NDAs.
Response
Extent of Searches to Locate Information
Following receipt of your request searches were conducted within North Yorkshire Police to locate relevant information.
Decision
I am not obliged to provide you with a response to your request pursuant to Section 12(1) of the Freedom of Information Act 2000 (the Act). Please note that when one part of your request falls under Section 12, we are not obliged to review the rest of the questions and the whole request is therefore exempt.
Section 12(1) applies to your request as the cost of complying with your request is above the amount to which we are legally required to respond i.e. the cost of identifying and retrieving any relevant information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Due to the nature of our recording systems the information requested, if held, is not in an easily retrievable format. Non-Disclosure Agreements are required in a number of differing circumstances such as employment matters and commercial contracts. NDA documents aren't held within a central repository and their existence is not logged in one place. To attempt to extract all NDA's over differing police systems and departments, for a four year period, would involve an extensive manual review process of commercial contract information, employment records, legal department and upon the forces incident management system. This would involve thousands of records and a process far exceeding the appropriate 18 hour time limit as stated within the FOI regulations.
Pursuant to Section 17(5) of the Freedom of Information Act this letter acts as a Refusal Notice.
Pursuant to Section 16 of the Act I am required to offer you advice and assistance with regarding to refining your request to within the ‘appropriate limit’ (time/cost limit). However, we may be able to extract information within the time period for NDA's specifically relating to a-c of the request. If you wish to discuss this please do not hesitate to contact me.
