Q1) Between 01/01/22 and 31/05/22, how many police staff were accepted onto your force without a face-to-face interview at any stage of the application process?
Please can you break down Q1 into the types of roles/seniority of the roles which the candidates applied for and were accepted for.
By police staff, I mean PCs, sergeants, inspectors etc, as well as other roles such as fingerprint officers, CIOs, police intelligence, crime analysts etc.
Q1a) Can you tell me what alternative recruitment methods (i.e. online assessments, questionnaire evaluation, social media tests) were deployed instead of face-to-face procedures?
I am aware that many forces vet candidates through both online and in person interviews - but some do not, and others also seemingly do not when recruiting for certain positions.
Q2) If your force did have some face-to-face vetting (i.e. physical test, uniform fitting etc), can you please tell me what parts of the recruitment process had face-to-face evaluations, and which parts did not?
Q2a) Can you tell me how many police staff were recruited from Q2 between 01/01/22 and 31/05/22, and again, break this down into the types of roles/seniority of the roles which the candidates applied for and were accepted for.
Decision
I am not obliged to provide you with a response to your request pursuant to Section 12(1) of the Freedom of Information Act 2000 (the Act). Please note that when one part of your request falls under Section 12, we are not obliged to review the rest of the questions and the whole request is therefore exempt.
Section 12(1) applies to your request as the cost of complying with your request is above the amount to which we are legally required to respond i.e. the cost of identifying and retrieving any relevant information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Due to the nature of our recording systems the information requested, if held, is not in an easily retrievable format.
In the time period requested there were hundreds of individuals taken on as new employees by North Yorkshire Police in relevant roles. In order to establish how many were interviewed in person face-to-face, and whether any other selection methods or face-to-face evaluations were used would require a manual search and assessment of each recruitment and employment record. which would exceed the time limit allowed under the Act.
Pursuant to Section 17(5) of the Freedom of Information Act this letter acts as a Refusal Notice.
Pursuant to Section 16 of the Act I am required to offer you advice and assistance with regarding to refining your request to within the ‘appropriate limit’ (time/cost limit). However, due to the information provided above I am unable to suggest how you may refine your request and still receive the information within the cost threshold.
