Hate Occurrence and Crime Procedure.
All hate crimes reported are reviewed by the Hate Crime Team who provide bespoke guidance to the Officer in Charge (OIC) on how the investigation should be progressed with particular emphasis on ensuring the victim receives the right level of support and that national and local guidance and policy is followed in terms of referring the matter to the CPS for a charging decision. As part of these reviews, the team will identify cases which have experienced delays or any issues which may have resulted in an unsuccessful prosecution and will take action to address this.
We also utilise police volunteers to conduct telephone satisfaction surveys with victims of hate crime. These allow us to identify what areas we are performing well in and areas for improvement.
Q7. We are undertaking joint partnership work with colleagues in both the City of York Council and North Yorkshire County Council around the re-branding / re-launching of Third Party Reporting Centres within North Yorkshire, where victims of hate crime can report incidents and seek support from professionals trained in hate crime, who will in turn pass on the information to the police for investigation.
We recognise that for a variety of reasons people will sometimes not be comfortable reporting directly to us so by creating safe and accessible locations along with appropriately staffed and trained people this will hopefully see more victims of hate crime come forward and allow us to increase the trust within our communities.
Our Hate Crime Team has good relationships with GeneraTe, an organisation based in York offering support for the Transgender Community. We often meet with the staff of GeneraTe to provide updates on the work being done by our force in this area, provide up to date statistics around hate crime including any emerging trends and patterns as well as providing an opportunity for any issues to be raised.
We also attend key engagement events such as York and Scarborough Pride where we engage with the transgender community to better understand their needs and answer any questions that they have. In 2024 the hate crime team also held events at colleges and universities.
Finally, we have an engagement officer whose primary role is to visit our communities and build relations in order that we can provide the best possible service and increase the trust our communities have in the police service.
