Notice of Gross Misconduct Hearing in respect of  Former Police Constable 1516 Callum Storr

A Gross Misconduct Hearing will be held in respect of former police constable Callum Storr who is alleged to have breached the Standards of Professional Behaviours in relation to, Authority Respect and Courtesy and Discreditable Conduct

Venue:            North Yorkshire Police Headquarters, Alverton Court, Crosby Road,                                              Northallerton, DL6 1BF – The hearing panel will be in attendance remotely.

It is alleged that former police officer 1516 Callum Storr breached the Standards of Professional Behaviour in that:

On 24 November 2021, whilst on duty you received a briefing in respect of Ms A where officers were warned about interactions with her due to her history of relationships with officers.

Later, on 24 November 2021, whilst on duty you attended at the home address of Ms A following a report of domestic abuse.

In February 2022 contact was made between you and Ms A.

Between 9 February 2022 and 11 February 2022, it is alleged that you breached the Standards of Professional Behaviour in that:

Allegation 1

You entered into an inappropriate and sexual relationship with Ms A which included:

1. Contact via social media, messages and telephone
2. Meeting Ms A in person
3. Having sexual intercourse with Ms A

The above conduct breached the Standards of Professional Behaviour relating to:

1. Discreditable Conduct
2. Authority, Respect and Courtesy

Further,

In 2018, you were a member of a WhatsApp group ‘Big Rose Stag Do’.

On 17 and 18 October 2018 two inappropriate (Category 5) images were shared within that WhatsApp group.

You saved those images to your mobile phone.

It is alleged that you breached the Standards of Professional Behaviour in that

You had inappropriate (category 5) images on your mobile phone that were accessible to you whilst you were a serving police officer.

The above conduct breached the standards of Professional Behaviour relating to:

1. Discreditable Conduct.

Attendance

Members of the media and public may attend the public gallery subject to the following conditions: -

• The taking of photographs and the use of film or sound recording equipment during the hearing, except for official use, is prohibited.
• Any accredited member of the media and public wishing to attend to give notice to North Yorkshire Police Professional Standards by 1600hrs on 19^th August 2026 by completing the online application form. • There may be parts of the hearing which are held in private session; if that is the case, any accredited member of the media or public attending the hearing will be asked to leave during the private session and will be informed by the Hearings Officer when they can return.
• Any further reporting restrictions or anonymity considerations will be addressed at the hearing if necessary.

Any accredited member of the media and member of the public must adhere to any reporting restriction imposed by the Chair.
